Review the decision of freezing of DA/DR –20 लाख करोड़ के पैकेज के बाद महंगाई भत्ते के फ्रीज का निर्णय रिव्‍यू करे सरकार AIRF writes to Finance Minister

नई दिल्ली ! केंद्र सरकार द्वारा 20 लाख करोड़ के पैकेज की घोषणा के बाद AIRF महामंत्री शिवगोपाल मिश्रा ने कहा कि अब केन्द्रीय और राज्य सरकार कर्मचारियों के महंगाई भत्ते को फ्रीज करने के फैसले को भी खत्म करना चाहिए ! चूंकि विपरीत हालातो में भी रेल कर्मचारी पूरी मेहनत से काम कर रहे है, इसलिए उनके भत्ते के आदेश को रिव्यू किया जाना चाहिए ! क. शिव गोपाल मिश्र आज ABP न्यूज पे बात कर रहे थे। पैकेज में मजदूरों के कल्याण के लिए उचित हिस्से की व्यवस्था होनी चाहिए।

Sub: Freezing of Dearness Allowance and Dearness Relief – Reg.

Kindly refer to our earlier communication dated April 27, 2020 on the above subject matter.
As already explained, the COVID-19 Pandemic has created an unprecedented for situation, not only in our country, but also across the globe. The Central Government Employees, including Railwaymen, are, however, exerting a lot to combat the situation, and the Railwaymen are working hard 24X7 with full devotion and dedication to maintain uninterrupted supply chain of all the essential commodities and goods, viz. Food grains, Sugar, Petroleum, Vegetables, Milk, Medical Items etc. throughout the country, by running large-number of timetabled Goods and Parcel Trains.

You may appreciate that, Hon’ble Prime Minister of India as well as Hon’ble Minister for Railways have repeatedly applauded and praised the contribution of the Railwaymen in this COVID-19 crisis, facing the risk of Corona virus threat.

While addressing the Nation on 12th May, 2020, Hon’ble Prime Minister has announced a Mega Package for all the sections of the society to combat the COVID-19 Pandemic Crisis to boost the economy as well as morale of the country.

Since Railwaymen are performing their duties to transport aforementioned goods as well as Migrant Workers and have further started operating “Special Trains” for common rail users w.e.f. 12.04.2020, they can in no way be treated less than “COVID-19 Warriors”. As already submitted vide our letter dated 27.04.2020, freezing of Dearness Allowance and Dearness Relief, has proved to be extremely de-motivational rather than boosting their morale by sanctioning some Additional Incentive to them.
I would, therefore, request your goodself that, in the wake of Hon’ble Prime Minister’s announcement of Mega Package of Rupees Twenty Lakh Crore, the orders of freezing Dearness Allowance and Dearness Relief be withdrawn to boost the morale of the Railway Employees and other Central Government Employees who are fighting day-and-night against the COVID-19 Pandemic.
An early action in the matter shall be highly appreciated.

Department of Posts is privileged to deliver mail, parcel, money orders, banking, insurance, retail services and payment towards social welfare scheme, MNREGA etc. with speed and reliability in every nook and corner of the country.

2. As you are aware, with the rise of digital communications like Whatsapp and e'mail, we ale left with almost negligible personal mails to deliver. The progressive use of payment through accounts, money orders have also declined. At this stage, we are reorganizing ourselves so as to meet this challenge. Further, the Department is going through a phase of positive transformation and several critical Information Technology projects such as CSI, FSI, IPPB, DARPAN etc. are under way to ensure maximum benefit not only to our esteemed customers but also utmost convenience to our employees.

3. At such a critical juncture the proposed two'days strike called by Postal Joint Council of Action consisting of NFPE & FNPO including their GDS unions will result in loss of goodwill of the Department and its employees among our customers. Moreover, the proposed strike will help the competitor


APPEAL of the Department to attain more business. which will entail revenue loss to the Department when the Department of Posts has already incurred a deficit of Rs. 12413.61 crore during 2017-18. Due to the hard work and passion of the members of our postal family including GDS, I am very much optimistic that the Department is going to perform much better this year.

3. Some of you have already gone on strike more than once in the last one year. Due to these strikes, we had to face the wrath of our esteemed customers. You will agree that the disruption of postal service is harmful for all of us and it not only tarnishes our image but gives our competitors an opportunity to call us redundant.

4. The Department of Posts has always worked in the interest of its employees. We will continue to do our best to examine all the justifiable demands and take appropriate action for the benefit of our postal family. I would, therefore, appeal you to withdraw the notice of proposed two daysttrike on 8th and 9th January, 2019.

Comrade,
A meeting of Postal J.C.A consisting of NFPE, FNPO, AIPEU GDS and NUGDS was held at NFPE office, North Avenue, New Delhi on 15-11-2018. All General Secretaries of NFPE, FNPO and GDS Unions participated in the meetings.

The meeting was presided over by Com. T.N Rahate, Secretary General FNPO.

A threadbare discussion took place on the prevalent situation in Deptt of Post. Deptt is moving ahead on the path of corporatization which will lead to privatization of services in future . IPPB is the burning example of this. After MNOP, PNOP has been brought and separate Parcel Directorate has been

Setup . The Minister communication is announcing to setup a separate company for PLI & RPLI.
There is acute shortage of staff in each cadre . Cadre Restructuring for left out categories is not being finalized. The result of regular membership verification conducted in 2015 has not been declared yet. The entire process of GDS membership verification was cancelled arbitrarily.

High Court & Supreme Court decisions in respect of MACP, RTP and others matters are not being implemented.

Positive recommendations of Sri Kamlesh Chandra Committee are not being implemented.

Every day new services are being introduced without developing proper infrastructure and without providing adequate manpower and training to the staff. Deptl Council meetings and periodical meetings are also not being held since long. More and more victimization of trade union leaders has become the order of the day.

So therefore taking a serious note of all the above mentioned facts, PJCA has decided unanimously to conduct 2 days strike on 8 & 9 January – 2019 for which vigorous campaign will be launched . All leaders of NFPE & FNPO will carry on the campaign programme which will be declared shortly.

The Charter of demands for which 2 days strike will be conducted is mentioned as under.
CHARTER OF DEMANDS:
  1. Implement all positive recommendation of Sri Kamlesh Chandra Committee report and grant Civil servant Status to GDS.
  2. Fill up all Vacant Posts is all cadres of Deptt of Post i.e P.A/S.A, Postmen, Mail Guard , MTS, GDS, Postal Acctts, P.A Admn Offices, P.A SBCO & Civil Wing etc and separate identity of all cadres within a time frame.
  3. Settle all the problems arisen out of implementation of C.S.I & R.I.C.T.
  4. Withdraw NPS and Guarantee minimum pension 50% of last pay drawn.
  5. Membership verification of G.D.S and declaration of result of regular employees membership verification conducted in 2015.
  6. Implementation of orders of payment of revised wages and arrears to the casual , Part time, Contingent employees & daily rated mazdoors as per 6th 7th CPC and Regularize Services of casual Labourers.
  7. Implement Cadre Restructuring for left out categories i.e RMS, MMS, Postman/MTS, PACO, PASBCO, Postal Acctts, Postmaster Cadre and Civil Wing etc.
  8. Stop Privatization, Corporatization and out sourcing in Postal Services.
  9. Very Good Bench Mark should be implemented after issue of orders i.e from 25.7.2016 .
  10. Implement 5 days week in Postal and RMS
  11. Consider the suggestions by RMS JCA regarding PNOP & CSI.
  12. Enhancement of higher payscales to those categories whose minimum qualification has been enhanced e.g Postmen, Mail guard.
  13. Grant of pension to the promoted GDS based on Supreme Court Judgement in SLP No (C) 13042/2014
  14. Withdraw orders of enhancement of cash conyance limit without security.
  15. Implement all High Court and Supreme Court decision in C/W MACP, RTP and others.
  16. Cash less facility treatment under CGHS and allotment of adequate fund under head MR & T. A
  17. Retention of Civil wing is the Deptt of Post.
  18. Holding of Deptt Council Meetings and periodical meetings at all level.
  19. Stop Trade Union victimization and in the name of unscientific targets.
  20. Provide 40 percent SCF quota promotion in AAO cadre and amend RR incorporating the modifications demanded by AIPAEA.

National Convention of Workers organized by Central Trade Unions (except BMS), independent Federations and Associations viz; Central Government and State Govt. Employees, Banks, Insurance, Defence production employees etc, held at Mavlankar Hall, New Delhi on 28th September 2018, has decided to conduct two days nationwide strike on 8th& 9th January 2019. Earlier, Confederation of Central Govt. Employees & Workers, in its National Convention held at Hyderabad on 10th June 2018, has decided to go for one day’s nationwide strike on 15th November 2018, demanding settlement of 10 points Charter of demands of Central Govt. Employees, Pensioners, Gramin DakSevaks and casual/contract workers. In the changed circumstances, Confederation has decided to postpone the 15th November 2018 one day strike and to join the two days strike on 8th and 9thJanuary 2019 announced by the National Convention of Workers. There is no change in the 10 points charter of demands of Confederation adopted in the Hyderabad National Convention.

The declaration adopted in the National Convention of Workers held on 28th September 2018 has stated as follows:

“Government is dragging its feet on wage negotiations of public sector in bipartite settlement and 7th Central Pay Commission anomalies of Central Government employees. Four sub committees were formed by the Government to address several issues raised by Central Government employees (NJCA) such as scrapping of New Pension Scheme (NPS) review of Minimum wage and fitment formula, restoration of allowances and allowing option-I as one of the pension benefit formula. But nothing has been done.

The Central Government Employees organisations including the Defence and Railways have been planning united action against the betrayal of the Government and asserting their genuine demands including scrapping of New Pension Scheme. This National Convention extends full support to their struggle and upholds all their demands.”

Thus, the entire Trade unions (other than BMS) has taken serious view of the negative attitude of the Central Government towards the demands of Central Government employees and Pensioners and extended full solidarity and support to our struggle.

Unrest among the New Pension Scheme (NPS) employees is rising day by day. Those NPS employees who retired from service, in 2015 to 2018, after completing ten years’ service are getting a paltry sum of Rs.1000 to 3000 only as monthly annuity pension. How can a pensioner and his family live with such a megre amount as pension. This is equal to “No Pension”, Under the Old Pension Scheme (OPS) an employee who completed minimum ten yearsservice is eligible for 50% of last pay drawn as minimum pension.

Regarding increase in Minimum Pay and Fitment formula, the assurance was given to the NJCA leaders by none other than the Hon’bleHome Minister and Finance Minister on 30.06.2016. Two years are over but nothing happened. Government has replied in Parliament that, at present, there is no proposal for increasing Minimum Pay and Fitment formula. Thus the entire Central Govt. Employees are betrayed. Regarding Pensioners, the one and the only favourable recommendation of the 7th CPC i.e. Option-I, stands rejected by Government.

Three lakhs GraminDakSevaks of the Postal department conducted a heroic strike for sixteen days and finally Govt. was compelled to accept their demands.But while issuing orders, eventhough new pay scale recommended by the Kamalesh Chandra Committee is implemented, regarding arrears the Committee’s recommendation was rejected and modified by Govt. Some important recommendations like Children Education Allowance, Time bound three financial upgradations etc. are still pending. Regarding revision of wages of Casual Labourers, orders issued by Postal Directorate is yet to be implemented in some Circles and Divisions and their demand for regularisation is not considered favourably by Govt.

The situation in the country is deteriorating day by day. National economy including value of Indian currency, suffered serious setback due to pro-corporate, anti-labour and anti-people neo-liberal policies pursued by the Central Government, grievously impacting the livelihood of the working people and farmers.

The situation due to steep rise in petrol and diesel prices with cascading effect on increase in prices of all daily life utility items, especially food items, is resulting in torturous impact on common masses. The unemployment situation is getting aggravated with employment generation practically turned negative even in most labour-oriented sectors. The agricultural sector and farmers are in deep distress. The after-effects of demonitisation and faulty GST Continue to adversely impacting the deep crisis set in the fast-paced neo-liberal economic policies of the Government. Lack of job opportunities on the one hand and continued job losses, retrenchments, illegal closures on the other hand are imposing miserable condition on the ordinary families for their food, education of children and medical care of the sick and elderly, Aggressive move to sell the shares of the Public Sector undertakings and onslaught of privatization through various routes like outsourcing, PPP etc. is going on in full swing. The demand for universal social security with guaranteed pension has fallen on deaf ears.

Central Govt. not only refused to respond to the just and genuine demands of the organized agitation of working class, but has been continuing its aggression against the hard-won labourrights of the workers, employees and Trade Unions. It is in this background the entire working class of our country has decided to fight back the onslaught of the Govt. against the working class and peasants.

National Federation of Postal Employees (NFPE) has been in the forefront of the struggle against the neo-liberal policies of the Govt. especially against the negative attitude of the Govt. towards the Central Govt. Employees demands including Postal employees.

On January 8th& 9th, about 18 to 20 crores organized and unorganized workers will go on two days strike. NFPE HQ calls upon the entirety of Postal and RMS employees including GraminDakSevaks and Casual, Part-time, Contingent employees to join the strike en-mass. It is a struggle for our survival.

It has been decided to hold meeting of the National Joint Council of Action (NJCA) on 19th November, 2018 from 16.00 Hrs. in JCM Officer, 13-C, Ferozshah Road, New Delhi, to take stock of the current situation in regard to non-settlement of major pending issues, viz.
(i) Improvement in Minimum Wage and Fitment Formula

(ii) No Progress in respect of NPS Covered Central Government Employees

(iii) Other pending issues related to National and Departmental Anomalies.
All of you are requested to make it convenient to attend the aforementioned meeting of the NJCA, so as to take the consensus decision for future course of action in the prevalent scenairo.
