Clarification by CPC, ATM Unit,Bangalore - regarding non activation of POSB debit cards
It is clarified by the CPC, ATM Unit,Bangalore that if any instant debit card request not processed and showing an error " Card Expired. " in ATM machine. The reason is " Customer name exceeds 21 characters in CIF level. "

Hence, you have to modify the name in CIF level. Then send a mail to " postatm@indiapost.gov.in " as below:
Instant ATM request not processed at your end and the error showing as "card expired" in ATM machine. Now the customer name modified as below 21 characters in CIF level for the CIF: <cif_id>. Hence, Please process the request.

  • Generally in DOP Finacle we will issue personalized or Instant cards using the menu CCMM.

  • After receipt of Personalized/replaced pin and card, first level of activation and verification has to be done by the Home SOL ID only in CCMM menu. Once this activity is completed, the card will be activated within 24hrs.

  • Even though sometimes when the customer tries to use the ATM machine will show the error "Invalid account error in ATM machine".

  • Root cause of the above Problem :-
  • The above error will occur when there is verification pending for that account in the menu CCMM then the system will show the above said error.
  • In order to check the status of the card also invoke the menu CCMM and use the function as Inquire and then check for the status of the card.

  • Solution for the above Problem :-

  • When the counter PA received the complaint from the customer and facing the above said error then immediately verify the account using the menu CCMM.
  • Even after verification of CCMM also if the customer is facing the same error while using the ATM card then immediately intimate to CPC Bangalore along with copy to your respective CPC to resolve the issue.

About NPCI

National Payments Corporation of India (NPCI) is an umbrella organization for all retail payments system in India. It was set up with the guidance and support of the Reserve Bank of India (RBI) and Indian Banks’ Association (IBA).

During the last five years, the organization has grown multi-fold from 2 million transactions a day to 20 million transactions now. From a single service of switching of inter-bank ATM transactions, the range of services has grown to Cheque Clearing, Immediate Payments Service (24x7x365), Automated Clearing House, Electronic Benefit Transfer and a domestic card payment network named RuPay to provide an alternative to international card schemes. As on end-October 2015 over 220 Million Indians own RuPay cards. 


31.12.2016 onward POSB Debit Card Holder can withdraw money from any Bank ATM and the same, Any Bank Debit Card Holder can also use India Post ATM. It is major step taken by Government to utilize DOP ATM now a days of Demonetization. The India Post has 1000 working ATM across the country and it can play a big role to reduce burden on Bank ATM.


Previously , people with accounts in postal department can only use the services of the India Post ATMs.

Today Reserve Bank of India (RBI) has approved  the India Post's proposal for interoperability of its ATMs with other banks. 

Equipped with a wide network of core banking solution (CBS) branches, Pensioners and other savings bank account holders, including Monthly Income Scheme (MIS) account holders with the postal department need not hence-forth wait in long queues for withdrawal of cash. They could withdraw up to a maximum of Rs.10,000 at a time from any ATM in India with the ATM cards issued to them.


Procedure to deal with wrongly issued kit number by POs in DOP Finacle

As many POs are issuing wrong kit numbers, the procedure for dealing with such complaints is given below:


1.      In CCMM menu, go to Modify function --> enter CIF ID --> and use searcher to select the card number and click on GO.

2.     In the next screen, select the last available row, then select "Action" as Closure and Submit, then get it verified from the supervisor.

3.     Thereafter, create a new CIF ID for the same customer, link the existing SB account to the new CIF using HCCA menu (CIF Merger menu) and get it verified.

4.     After successful verification of the same, go to CCMM menu and issue the new ATM debit card by entering the new CIF ID with correct kit number supplied to your office and verify it.

Before issuing ATM cards kindly ensure the following conditions are fulfilled.

1. Minimum balance in account should be Rs. 500/-
2. Cif should be updated with the latest KYC documents.
3. Update mobile number and email id if possible as message alert service is available.
4. There must not be any special characters and numbers in the account name. If any modify the CIF id in CMRC and account name in HAALM. Only supervisor can access this command. One supervisor has to modify the name and another supervisor has to verify the same.
  
Procedure to follow by counter clerk

Menu: CCMM

Enter CCMM command in command box. Following screen will be displayed

1.   Select Add in Function menu and enter cif id of the customer and click on GO

2.   Account Number : Account number. Name will be fetched automatically.
Card type : Instant
Primary Account Flag : YES
Kit No : Enter the KIT number which is available on the ATM card envelope.
Action : New Card Request
And Click Submit

3.   You will get the message “The record is added successfully”

Procedure to follow by Supervisor
1.   Menu: CCMM
Select Function: Verify
Enter CIF id and then click on GO

2.   The following screen will be displayed. All the details will be fetched automatically. Check all the details available on the screen and ensure they are correct.
Then click on Submit and it will show a message “Record verified successfully”.

These requests will be downloaded and processed by Bangalore CPC at once and cards will be active by next day morning.
