Subject: Date of next increment- Rule 10 of CCS (RP) Rules, 2016

The undersigned is directed to invite attention to Rule 10 of CCS (RP) Rules 2016 which provides, inter alia, that there shall be two dates for increment namely 1st January and 1st July of every year, instead of the provision of one date of increment on the 1st July during the 6th Pay Commission pay structure. The Rule further provides that an employee shall be entitled to only one annual increment either on 1st January or 1st July depending on the date of appointment, promotion or grant of financial upgradation. The Sub-Rule (2) thereof provides that increment in respect of an employee appointed or promoted or granted financial upgradation including upgradation under MACP during the period between the 2nd day of January and 1st day of July (both inclusive) shall be granted on 1st day of January and the increment in respect of an employee appointed or promoted or granted financial upgradation including upgradation under MACP during the period between 2nd day of July and 1st day of January (both inclusive) shall be granted on 1st day of July.

2. The proviso to Sub-Rule 2 of Rule 10 of CCS (PR) Rules, 2016 provides that the next increment after drawal of increment on 1st day of July 2016 shall accrue as on 1st day of July 2017.

3. A number of references has been received in the Ministry of Finance seeking clarification whether, in case of an employee promoted on 1st July 2016, whose pay was fixed on 01/07/2016 in terms of the rules governing fixation of pay on promotion, the next increment may be allowed on 1st January 2017 or on 1st July 2017.

4. The matter has been considered. During the regime of pay structure obtaining immediately prior to 01/01/2016, when the annual increment was admissible uniformly on 1st July every year, the increment was admissible on 1st July, provided the condition of 6 months’ service was fulfilled. Thereafter, the next increment used to be given after a period of 12 months.

5. Accordingly, keeping in view the principle followed during the period before 1.1.2016 immediately prior to coming into force of the CCS(RP) Rules,2016 which has been modified in the revised pay structure in terms of Rule 10 thereof by way of 2 dates of increment on 1st January and 1st July, it is clarified that in case an employee is promoted or granted financial upgradation including upgradation under the MACP scheme on 1st January or 1st July, where the pay is fixed in the Level applicable to the post on which promotion is made in accordance with the Rule 13 of the CCS(RP) Rules,2016, the first increment in the Level applicable to the post on which promotion is made shall accrue on the following 1st July or 1st January, as the case may be, provided a period of 6 months qualifying service is strictly fulfilled. The next increment thereafter shall, however, accrue only after completion of one year.

6. This order is issued in consultation with the office of C&AG in its application to employees working in Indian Audit and Accounts Department.

"lndia Post ventures into new arena of e-market place to provide end to end support to rural artisans and online retailers to sell their products using e-Commerce portal of DoP"

Minister of State for Communications (independent Charge), Shri Manoj Sinha today launched the e-Commerce Portal of the Department of Posts (DoP). The Portal will provide an e-Market place to sellers especially to rural artisans / self-help groups / women entrepreneurs / State and Central PSUs / Autonomous Bodies etc. to sell their products to buyers across the Country. The small and local sellers, who have been left behind in e-Commerce space will now, by leveraging the vast physical and lT network of DoP, be able to maximize their reach and retailing power. The buyers can access the products of their choice displayed by sellers on the portal and place online orders by making digital payments. The products will be shipped through Speed Post.

Shri Sinha also launched the internet banking facility for Post Office Savings Bank (POSB) customers which are under Core Banking Solution (CBS). Now, around 17 Crore POSB accounts will be intra-operable and customers can also transfer funds online to RD and PPF accounts of Post Offices. This facility will help customers to do their transactions without physically visiting post offices.

With the objective of bringing philately to the mainstream of the education system and incentivizing it, in 2017, Department of Posts had launched a scholarship program for school children called Deen Dayal SPARSH (i.e Scholarship for Promotion of Aptitude & Research in Stamps as a Hobby). The Scheme has caught the imagination of children across the country as is evident from nearly 4 times increase in the number of their participation from 20,652 children in 2017-18 to 74,555 children in 2018-19. Out of these, 920 students have been selected for the award of Scholarship of Rs. 6000/- per annum. 40 scholarships are being awarded by each circle to 10 students each from classes Vl, Vll, Vlll & lX under this Yojana. Shri Sinha presented the scholarships to the selected children from Delhi Circle and interacted with the selected children from Tamil Nadu, Bihar and Andhra Pradesh Postal Circles through Video Conference.

Shri Sinha also presented the Meghdoot Awards to the Gramin Dak Sewak (GDS) and employees of the Department in eight categories in recognition of their outstanding contribution. The Meghdoot Award was revived after 2011 under the guidance of Shri Manoj Sinha. Each of the 8 awards carries a cash award of Rs. 21,000, a gold medallion and a citation.

Shri Sinha also launched the revamped Website of lndia Post during the function. The revamped Website has a better look with features refurbished for easy access and is organized overall for better responsiveness across all devices including mobile phones. The new Website of the Department is a step towards increasing the Department's digital reach.

Shri Sinha said that "these initiatives are in keeping with the Hon'ble Prime Minister Shri Narendra Modi's vision of bringing governance to the doorstep of our citizens".

Shri Sinha also thanked the Media for reporting and publicizing the various initiatives of lndia Post like the Post Office Passport Sewa Kendra, Aadhar Centres, lndia Post Payments Bank and all the other citizen centric initiatives of the Department.

Sub: Implementation of Pay fixation orders in terms of the Hon’ble CAT, Principal Bench, New Delhi’s order dated 6th March, 2017.

Reference is invited to this office OM No. A-60015/1/2017/MF CGA(A)/NGE/647 dated 13th February, 2018 on the subject mentioned above vide which AAOs of CCAS consequent to implementation of 6th CPC w.e.f. 01.01.2006 were allowed minimum entry pay from the date of their promotion as AAO.

It is mentioned that some officials of other Accounts Service were posted as AAO on deputation basis in the various offices under Civil Accounts Organization during the period 01.01.2006 to 31.12.2015. The clarification on the matter whether such benefit extended to deputationist AAOs has been sought from Department of Expenditure. The matter at present is under consideration in the Department. In this regard, it is requested to provide details in respect of such Assistant Accounts Officers in the enclosed proforma.

This issues with the approval of Joint Controller General of Accounts.
