GUIDELINES REGARDING MERGER OF 33 POSTAL DISPENSARIES WITH CHGS

OFFICE ORDER
Subject: - Guidelines regarding Merger of 33 Postal dispensaries with CGHS

With reference to the above subject reference is invited to the Order no. S.11011/01//2016-CGHS-III-EHS dated 21.12.2018 vide which orders have been issued for takeover of 33 postal dispensaries by CGHS. In this regard a communication No 2-3/2009-Medical dated the 23rd January 2019 from Assistant Director (Medical) Department of Posts has been received vide which it was clarified that the budget for the current financial year has already been allocated to the Circles (subordinate offices)

in connection with Postal Dispensaries and hence, Department of Posts agrees to bear the expenditure for the remaining part of financial year prior to merger/takeover instead of transferring the allocated budget for Postal Dispensaries to the MoH&FW. It is also requested that all necessary formalities for takeover w.e.f. 01.04.2019 may be undertaken forthwith so that beneficiaries or doctors are not put to any difficulties. A copy of the communication is enclosed.

In view of the above, the undersigned is directed to state that necessary action may be taken by the concerned Additional Directors of CGHS to complete the requisite formalities, so that the 33 dispensaries shall function as CGHS Wellness Centres w.e.f. 01.04.2019. The guidelines to be followed in this regard along with the list of Additional Directors under whose administrative control the 33 dispensaries shall function are enclosed.

GUIDELINES FOR THE ADDL. DIRECTORS OF CGHS TO BE FOLLOWED FOR TAKEOVER OF POSTAL DISPENSARIES BY CGHS


1. Administration / Manpower related:
Meeting with the concerned local Postal Authorities for obtaining the following information /Data.
(a) Sanctioned staff strength and the staff in position as on date.
(b) Last Pay Certificate of the doctors and staffs available as on 28.02.2019.
(c) Detailed list of consumable and dead stock article available as on date.
(d) Detail of infrastructure like area, land holding etc.
(e) Liabilities as on 31.03.2019.
Formation of a coordination committee for merging of dispensaries:-
A committee will be constituted with four members. Postal Authorities shall nominate two persons and two persons shall be nominated from CGHS.
iii) Allocation of permanent advance imprest money to that dispensary


2. Beneficiary /CGHS Card / Computerization related:
  • To take note of existing number of beneficiary in the postal dispensary and approximate number of pensioner beneficiaries who are likely to be shifted from nearby CGHS Wellness Centres to the newly formed dispensary may be ascertained-
  • The subscription after takeover by CGHS shall be at CGHS rates and deducted from the Salary in case of serving employees.
  • Action may be taken for procurement of computer, printer, Flat Bed Scanner and accessories and Leased Line Connectivity/ Telephone with Broad Band. Data Card for immediate operations may be procured, wherever they are needed.
  • Necessary Electrical wiring / points and LAN wiring for computers may be undertaken. Action may be initiated for online UPS as in case of other CGHS Wellness Centres
  • NIC may be contacted and meeting may be organized with NIC for subsequent computerization and putting IP address of the system- User names /Pass words in consultation with NO, CGHS(MCTC)
  • Areas covered under the new CGHS Wellness Centre shall be identified and notified- since it is a new WC it shall be limited to a radius of approx…5 Kms.
  • Training of the staffs of Postal dispensary in receipt and entry of Data for issuance of CGHS card.
3. Medicines Related:
Estimate of the medicine required for those dispensaries may be ascertained based on the basis of approximate number of beneficiary in those dispensaries.
Action may be initiated for procurement of medicines as per the guidelines prevalent and action may be taken to register with GMSD.
The exiting local chemist of the postal dispensary may be contacted to continue to provide services on the same terms and conditions as an interim measure and approval of Directorate General of CGHS may be taken for engaging the chemist on same terms and - conditions for six months or till finalization of new tender process, whichever is earlier.


4. Accommodation Related
In dispensaries functioning in rented accommodation the owners of the building may be contacted to continue the existing agreement for at least one year and seek approval of Directorate. For revision of rent assessment by CPWD may be undertaken subsequently.

5. Meeting may be held with the local Pensioners' Association and action may be taken for formation of Local Advisory Committee.


6. E-Tender Processes
Action may be initiated for e-tender for appointment of Local Chemist and for outsourcing of House-keeping and Security Services.

7. Empanelment of private Hospitals / Diagnostic Centres at the CGHS rates of the City of the concerned Additional Director.

ORDER

Subject: Merger of 33 Postal Dispensaries with CGHS – Reg.

In pursuance of the decision taken by the Government on recommendations of the 7th Central Pay Commission, the following 33 (thirty three) postal dispensaries presently functioning in 33 Cities i.e. Agra, Ajmer, Aligarh, Ambala, Amritsar, Bareilly, Behrampur, Chhapra, Cuttack, Darbhanga, Dhanbad, Dibrugarh, Gaya, Gorakhpur, Guntur, Jalandhar, Jalpaiguri, Jodhpur, Kota, Morababad, Muzaffarpur, Nellore, Raipur, Rajahmundry, Saharanpur, Silchar, Siliguri, Tiruncleveli, Tiruchirappalli, Vadodra, Varanasi, Vijaywada and Visakhapatnam are here by merged with the CGHS

2. All serving employees and pensioners of Department of Post (DoP) and Department of Telecom (DoT), who are residing/settled in above 33 cities and are beneficiaries of the 33 Postal Dispensaries, shall now be covered under CGHS and the Postal Dispensaries shall be rechristened as CGHS Wellness Centres.

3. In so far as the existing facilities and manpower in position in these 33 Dispensaries are concerned, the merger shall be effective as per the following terms and conditions:-

a) All Serving employees and pensioners of Department of Post (DoP) and Department of Telecom (DoT) shall have to abide by the CGHS rules and guidelines to become a member of the Scheme. They shall have to pay the requisite contribution as per the prevailing rates prescribed by the Ministry of Health and Family Welfare/CGHS DoP & DoT will take necessary action to inform their employees and pensioners in this regard.

b) All existing facilities and infrastructure like buildings, furniture and fixtures equipment’s etc. will be taken over by CGHS on ‘as is where is’ basis. The Department of Post shall handover the possession of the Postal Dispensaries accommodation to the Department of Health and Family Welfare/CGHS at a token rent of Re.1/- per annum. In case of rented accommodations, CGHS will pay the rent from the date of taking over of the Dispensaries.

c) All doctors of GDMO sub-cadre of CGHS working in the above 33 Dispensaries will be taken on roll of CGHS and they shall be placed under the administrative control of Department of Health and Family Welfare/CGHS for all purposes.

d) All employees (technical/non-technical staff) along with the work allocated and posts they are currently holding in these 33 Dispensaries shall be taken over by CGHS. Their seniority and other condition of service in CGHS shall be governed by the relevant instructions and guidelines issued by DoPT from time to time.

e) All expenditure relating to these Dispensaries including medicines, hospitalization and other reimbursable expenses (of pensioners), salaries and other allowances to the Postal dispensary employees as a result of merger of these dispensaries shall be borne by CGHS from its own resources.

f) Local Committees shall be constituted in the respective cities with representatives from with representatives from both CGHS and Postal Dispensaries to resolve all staffing and other local issues arising on account of the merger in consultation with nodal Ministries.

4. These Orders shall be effective from 1st January, 2019. Additional Director of concerned CGHS City shall initiate action for taking over of Postal Dispensaries in consultation with the concerned Postal Authorities.

5. This issues with the concurrence of Ministry of Finance, Department of Expenditure’s ID No. 18(4)/E. V/2017, dated 26.11.2018.

OFFICE MEMORANDUM

Sub: Simplification of procedure for treatment at private hospitals empanelled under CGHS/CS (MA) Rules, 1944

With reference to the above mentioned subject the undersigned is directed to state that this Ministry has been receiving representations for simplification of procedure for undergoing treatment at private hospitals empanelled under CGHS. The matter has been examined and it has now been decided that CGHS beneficiaries are allowed to undergo treatment at private hospitals empanelled under CGHS of a specific treatment procedures listed under CGHS rate list are advised by a Specialist in a Central Government / State Govt. Specialist hospital or a CGHS Medical Officer without any requirement of any other referral (permission) letter.

2. Private empanelled hospitals shall perform the treatment on cashless basis in respect of pensioners, ex-MPs, Freedom Fighters, Regular employees {both CGHS and CS (MA) beneficiaries} of this Ministry & other categories of CGHS beneficiaries, who are presently eligible for credit facility and shall enclose the prescription issued by Government Specialist or a CGHS Medical Officer, in original (or a self-attested photocopy) along with the hospital bill submitted to the competent authorities.

3. Serving government employees shall enclose the prescription issued by a Government Specialist or a CGHS Medical officer in original (or a self-attested photocopy), while submitting the medical claim to the concerned Ministry /department/office for reimbursement.

4. CGHS Medical Officer / Government Specialist shall not refer the beneficiaries to any particular empanelled hospital by name but, shall specify the treatment procedure and mention ‘referred to any CGHS empanelled centre’.

5. These orders are applicable only in respect of treatment procedures for which CGHS rates are available.

6. This issues with the concurrence of IFD vide FTS No. 3130849, dated 09.11.2017

Sub: Revision of rates of subscription under Central Government Health Scheme due to revision of pay and allowances of Central Government employees and revision of pension/ family pension on account of implementation of recommendations of the Seventh Central Pay Commission- clarification reg.

Attention is drawn to this Ministry’s OM of even No. dated 9th January, 2017, on the subject mentioned above.

2. This Ministry has been receiving several representations w.r.t applicability of CGHS rates to pensioners superannuating on 31.1.2017..

The matter has been examined in this Ministry and it has been clarified that “employees, who had superannuated on 31/1/2017 may be allowed to apply for CGHS pensioner card by paying the subscription at the prevalent rates applicable as on 31/1/2017 vide OM No.S.No.S.11011/2/2008-CGHS(P) dated 20.5.2009 till 15th March 2017“.

3. This issues with the approval of the Competent Authority.

OFFICE MEMORANDUM

Subject: Revision of rates of subscription under Central Government Health Scheme due to revision of pay and allowances of Central Government employees and revision of pension/ family pension on account of implementation of recommendation of the Seventh Central Pay Commission.

The undersigned is directed to refer to this Ministry’s ‘OM No. S.11011/11/2016-CGHS(P) dated 20th Ma’y, 2009 vide which orders were issued revising the rates of monthly subscription for availing CGHS facility, as also the entitlement for free diet, entitlement of accommodation in private empanelled hospitals under CGHS, etc.

2. Consequent upon revision of pay on the basis of the implementation of the recommendations of the 7th Central Pay Commission, it has been decided to revise the rates of subscriptions, to be made by employees/ pensioners, for availing benefits under the CGHS, with effect from 1st January 2017. It has also been decided to revise the monetary ceiling limits for various entitlements of the beneficiaries for availing CGHS facilities.

3. In supersession of all earlier instructions, the following revisions are being made, is so far as it relates to the facilities mentioned below:
